the thing about tierlist, is that people are just lazy to test weapons themselves and most of the time they don't even understand the tierlist
short rifle is a good example, if you test that weapon in different scenarious, you would see that this weapon is bad against so many enemies in higher difficulties, so you don't even need a tierlist to see if the weapon is bad or not
that's because I always recommend beginners to test every weapon and see for themselves how it performs

But theres always gonna be weapons without a niche at all
The full autos for the main weapons, excluding pdw (thermal) and hel pp (pen/stagger)
burst pistol. Even pistol/rifle or burst rifle dont have anytjing niche wise
Carbine doesnt rly either but its a good overall pick
Basically like a third of the main weapons are ever „optimal“ for anything. And thats if you count slug shotgun for flyers
For specials its a bit more nuanced technically. Theres suuuuper fringe cases like choke mod in R7A1 speeds or whatever. But realistically everything is filled by like… 6 guns tops
