Generally the game's balance rn doesn't really allow for "new" guns that are unique enough to be balanced. Either the dev adds a gun that already exists in vanilla and buffs it to make it worth using, or adds a weird gimmick that either makes or breaks the gun and usually makes balancing it impossible. Generally it is very hard to add a fully new gun without removing older guns or completely reworking the game's balance (this is quite common for Devs making their own rundowns/levels as they can faaaar better control how the fights play out, probably best example of this being samdown)
