From what I've heard it's because big flyers have janky hit boxes and that tile doesn't help either because it has a lot of invisible walls so it's fairly common for them to just fly into one and get stuck
also another cause for this is apparently when there are a lot of enemies game can't manage them all and to free up some memory it disables some and for some reason big flyers are always first on that list

When you talk about enemies being funky when there's a lot of enemies it's their animations and movement becomes fucked, like if you have like 150 enemies navigating to 4 players spreaded across whole map, like they can't update on time you can dance on head of sleeping enemy and go on your own targets and it will aggro after you left
Game just can't process and handle that much so enemies start lagging/getting their AI a huge delay

if they do unstuck (aka were stuck right after spawning without being ON an object) then its a pathing/loading issue. Once you get close enough to load them in properly they start running
theres also cases where they only start moving again once you hit them, idk whats going on with them
and then theres the "i am stuck and wont move ever" cases. These tend to happen when theres more than the spawncap of enemies (and idk why)
