Stragglers during reactor are kinda three things contributing all at once.

Global spawn push can cause enemies to spawn really far away. Far away enemies can receive less frequent AI updates compared to if they were closer to the players. And enemies that have just spawned require an AI update to set their first target.

So an enemy that spawns really far away will have no initial target and just stand there, and it might be a long time before they ever get an AI update.

boosters arent part of the game design, they are there solely to help people who think they need the help on a level (or the game)
