Because most of the times (and the one you're talking about kinda qualifies) it isn't needed (again, if you know a thing or two about the map you're doing)

Let's take R1B1 for example: You need 12 IDs, every zone spawns a minimum of 0 and a max of 3, there's 7 zones aside from the main zone you start, that one always has 0 IDs. You CANNOT avoid opening at least the alarm path (right side) once, therefore there ain't as much to LIST as you think it does. Key is ALWAYS in the first zone on the right.

IIRC the level ALWAYS has 18 IDs in it (or 16 I cant remember) long story short you always need a minimum of 4 zones (4x3=12) no matter what
