That's a pretty fair conception, they're obviously weapons that don't reward headshots in quite the same way, though I do think they still have their own skill components. Getting effective use out of pen with HEL Rifle is essential to getting value on it, and missing a shot can be extra punishing due to its long delay between shots. Sawed off also really strongly wants you to be hitting every one-shot on it, especially in that specific loadout since you don't have a good option to finish off a low health target. That said though they obviously don't have quite the same headshot-aim-reward as weapons like HEL Revo, Revo or HEL Gun.

I do think though that generally (even in games that aren't GTFO), when you have a 'meta' at high level that removes or mitigates the importance of one kind of skill check (in this case, headshots) the tendency is for it to be replaced or expanded with other kinds of skill checks.
