Hel guns a way more flexible weapon, it shoots really fast, it has big mag, its a weapon that can take smalls with a headshot and scouts with a back headshot, spammed into waves and takes a big one very very fast with good timing
hel rifle is a very big dmg weapon, it shoots way slower but it can bodyshotstriker shooters chargers and scouts on the head, reload slower and generally asks u to either take more advantage of the pen for waves or use it in bigger targets
both have pen, hel rifles 5 hel guns 4 i believe, so u can take a lot of advantage from that

in shorter terms, hel guns really really flexible, and hel rifles a bit more situational but very good for chargers and chokepoints
