Two answers:

  1. If you want ammo efficiency, it's better to have it on a weapon that is also really strong in other ways. Short rifle makes loads of sacrifices, combat shotgun does not. HEL Gun and HEL Rifle get a lot of eco if you abuse pen value, and that pen value also gives them a ton of burst clear.

  2. Ammo efficiency tends to depend team accuracy far more than any weapon stat. If you focus on landing shots, you will just have more ammo.

Getting all of the ammo in places you've been is also a big deal. Especially for levels with time pressure, not unusual for the average group to not be organized enough to loot comprehensively while playing quickly.
