On most alarms, you do not want to kill all of the enemies.
If you have enemies survive the mine, that delays the next wave, which is just a good thing.
Can be good with permafoam, too, but either way it's not very many enemies you have to deal with using normal mine placement.

Unfortunately none in particular. Surge alarms are literally just an aim skill check for the whole squad.
You can try becoming a support with a stunlock heavy gun like HEL PP or HEL Shotgun, but it didn't work for me back when i tried it.

For Surges, I would mostly favor any weapon you feel comfortable with.
Whenever you hold the scan position, you are mostly buying time, so stagger helps a lot.
But sometimes you want to clear as much of the wave as you can in a short time, then cleanup with melee afterwards, so efficiency is a nice to have.

I would highly recommend against the hel autopistol, your original loadout seemed fine, but you could switch to something like hel revo or rifle if you felt like it

But when I just play with them casually, they will do it from time to time, for no easy-to-identify reason

actually its interesting and makes me wonder if my teams usual host had a fucked up client or something since we havent run into this issue since my friend reinstalled
