Engines practically dictate how your code works from the ground up, so to a large extent, moving engines mandates dropping all the code you've written on top of it

Art assets are easy to transition typically, and designing a game is a huge part of its lifecycle you don't have to deal with when changing engines, but rewriting all that code from the ground up (and the in-engine assets that rely on it) is a huge endeavor, even if you're only a year into development

One other thing worth mentioning: game engines often use different languages. Unreal uses C++, whereas Unity uses C#. You cannot copy-paste a single line between the two, because C++ and C# are not the same
