I have 17.5 mill Holdout XP and which unit should I get Hungry Howard or the engineer?

For those who have Hungry howard is it worth it or not and how about the engineer?

Howard has more armor but his shots are easy to dodge, engine has nice dronea

Which tech is good with the engineer? I know it has 2 one for ground only and other for air only and does the air attack high altitude?

Get both. Change them around as needed for different types of bases.
