#Image frame template broken

Hi, I have a problem I can't seem to fix for the life of me on my wiki. The image frame template doesn't want to display an actual box, no matter what I do. I double checked and all of the needed modules and css/js should be there, unless I'm missing something obvious. Attached image of what template looks like on wikipedia and wakeipedia.
Following some previous threads on this server I've applied changes to following pages:

I think you have the background for thumbs/frames on transparent/inherit in MediaWiki:Common.css
