How do I make a permission that blocks an bureaucrat from using ManageWiki

For when it's needed because of the bureaucrat messing up a wiki using ManageWiki

Ideally, either remove the user from being a bureaucrat, or remove managewiki permissions from the bureaucrat group (after assigning it to some other group they are not a member of).

Isn’t it impossible to remove the bureaucrat group from a user once it’s been applied to them?

Or is that something only Stewards can do
