if you mean wiki settings - no
if you mean things like templates - yes
go to Special:Export page on source wiki to get a file, make sure to check "include templates" flag
then go to Special:Import on your wiki and upload that file
I can't guarantee this will work smoothly if the source wiki relies on things like Lua modules taken from Wikipedia (it's a dark road)
you might also want to copy/import css styles, they're usually written on MediaWiki:Common.css page, but can be different place, depends on wiki
also sometimes templates might require some extensions to be enabled beforehand, again - it's different between various wikis
