Some skins use Logo, others use Icon, the thing it potentially changes is the same. If Logo isn't working, try adding the same link to the Icon field on the same page

Confirmed, you're using the skin Vector 2022, you'll need to put the URL currently in the Logo section in the Icon ($wgIcon) field as well.
