I am trying to download Everest on my Windows laptop, but keep getting this error:

I tried downloading .NET manually from the very same website (dotnet.microsoft.com) , and succeeded, but the error didn't go away. I should clarify I DO indeed have an internet connection, but it's a funky setup involving a VPN on a phone and a wifi hotspot. I tried the manual installation - same error.

Notably, Olympus seems unable to load the news or the build list (error code 2, sometimes 3), which is why I had to download the .zip file manually.
