after selecting "foreground decals" in placements the whole thing just crashed and now it can't even load up properly. deleted all my mods, restarted my pc and reinstalled lonn but still wont work. i found the run.txt
i also kinda modified the persist.conf text file by deleting the text of the last opened file and recent files, and i also deleted all backups within the backups file

This is happening to me as well, I can't open loenn anymore. I'm not sure what to do.

Isn't there a line in the persistence file telling what the last selected tool is, too? Making it not select fg decals by default might work 
Then there's an option to only display stuff from dependencies, and I think that's how you fix the decals list if you have too many decals in your Mods folder

update: jsut solved it by deleting the persistence.conf file and reloading lonn
