Thats the thing, it wasn't running the theisle exe was running, but windows was only picking up that the exe was running. Started in safe mode, blew it away and now the pc is back to normal. Before it was running at like 40% cpu usage by that one file, despite it not "running".

Reinstalled after a year away, and now this bs. I give up, I'll come back in 2056 when they release 1.0

I see that you already did a hard shutdown. However I don't believe this is the way to fix the bug of the game not fully closing. You want to do a normal shutdown and when it says "there are programs still running" click shutdown anyway. That is how I fixed it for myself
