According to what I have seen official admins post, migration zones change when either the food runs out or two hours elapses, whichever comes first. However I feel sometimes when it rerolls your new mz, I think it can choose the same one as I once got stuck as a teno at the delta for like 5 hours straight one day :/

Nah it's doing the thing when it crashes with a whole heap of players, everyone tries to get back in and like a small handful get in then it gets clogged because of so many people attempting to reconnect. It just takes a bit to straighten itself out. Happens every night when AU1 eventually crashes (outside of server restart times), the handful that get in get a quiet server for a while
