It is very likely that an admin has allready banned the suspected cheater you are talking about, and they came back. its unfortunately a constant uphill battle when it comes to dealing with cheaters

we ask that you do reports in certain ways, case when they are done in another way, it makes it harder for admins to deal with those cheaters, meaning instead of them getting banned same day 1 report, it could take multiple days or multiple reports. Some cheaters do hang out in this discord and watch the chats, so when you make a report that adds the information we ask you not to, and the cheaters know its them you are reporting, they will turn off or hide their hacks

The problem is cheating is cheap and takes time to fix, unfortunately its a game of cat and mouse. Even if an issue gets fixed new vulnerabilities pop up. Its not great to deal with on either end.
Even games covered by incredibly good anticheat systems like VAC have cheaters, it usually catches them but they do get a small window where they get to have their fun.

If you don't report it admins will not be aware of possible cheaters, that's the underline basically. I understand that it may seems like not much as happening, but we ban cheaters on a daily basis. Admins often just don't make their presence (as well as possible sanctions) public.

You can state that you have evidence ready at hand in your report, just don't post it here publicly. Alternatively, you can DM staff evidence like videos, screenshots and names directly.

If it isn't in a super close timeframe you should report them again. Many times these players return on alt accounts after they've been banned to continue cheating. They often have similiar if not the exact same skin.

I see, very unfortunate that an admin wasn't able to remove them yet - well let's not forget that we are all volunteers, of course there will be timeframes where reports can become delayed as we aren't available all the time. But once an admin is available they will take care of these reports.

SteamID bans - imho more effective, as the incent to cheat will be lowered as they need new accounts and thus need to buy the game again. But even that doesn't stop all of them, like I explained earlier they like to return on alt accounts.
IP Bans as nice as they sound are not on par with modern standards anymore, they can be easily bypassed.

There is a bug that your character can go missing, if you encounter your character missing upon logging in again you want to exit the game immediately, doing so could restore it the next time you log in.
If you log in and die due to fall damage that might be because you logged out on a rock of some sort, as these seem to render a little slower than normal terrain, but even normal terrain sometimes loads slowly and causes you to take fall damage which can result in dying.
