I think a lot of it is bad Internet connection causing desync on the reporters end. Making it seem like someone's come from nowhere on thier end. Also some not understanding that some dinos can quite comfortably track you across a quarter of the map before loosing your scent

They have stopped a lot of the cheats from working, but unfortunately as any dev out there will tell you it's an arms race, you can patch three cheats and 5 more will show up to counter your patch. Hopefully they'll figure out something of a fix all for the next big update

River delta and water access are good spots to find deino to team with, though be very careful, most deino will more then happily chomp you as soon as look at you, food is very scarse for them and you are very much on thier diet. Be carful who you approach and trust in the water :3

Best way to approach if you are friendly, surface far away enough from them that you can be seen but your not in range to be a threat, explain you are new and trying to learn how to play, if they reply to you in chat, slow approach, don't sprint, then hold 2 next to them to give them a group invite

If they don't reply or they seem cold in thier response, leave the area quickly
