Yes, because when you try to press space to go to the surface no matter what you do it tries to do the skipping thing.

It's very relative, since most areas of the game are poorly optimized. I play on a 4K 240Hz OLED monitor, and with everything on Ultra, I can get over 200 FPS in certain areas with DLSS 4.5 enabled, but there are areas with brutal FPS drops to as low as 100 FPS. It's not the fault of your graphics card or mine, but rather the game's poor optimization.

It’s largely playable still.
Annoying yes… but playable. If you have a large Dino when cheater are reported, log them safely out and go get something easy on another server for a while. Best way to not lose your dino and still get to play around.
(Or keep your Dino and stay away from hot spot too)
