Unfortunately, discord is kind of ass with the gifs thing anyway as it doesnt appear to filter out ones with hate speech at all or have a way of moderating it, and that's something built into the system as a whole and above our heads. At most we can filter out ones that have it in the file name, but not within the image itself.

And that fact is isn't something they yknow, built into the system is... not great.

It should be something they thought to handle before implementing this system tbh, and if the file name is different from the content, filters won't necessarily pick it up. If it's named say, gif1 and gif2, the filter won't know which one is a silly cat and which one is something that needs to be moderated.
