Because the admins can't ban them without first-hand proof or solid video evidence which is often hard to find. Amongst damage / speed hacks, the hackers often have other methods of hiding their cheats.

a lot of unofficials dont allow mixpacking but my friends are weird sometimes and never like to play the same thing which mean its hard to find an unofficial that we could play that hopefully has some amount of amins on

the best unofficial is petit pieds. it has 350 playercap so the map doesnt feel as empty as officials. hackers get banned and it has rules against mixpacking or making mega packs. they even do cool weather events like sandstorm

Overall though this game will eventually die, after releasing all content it’ll mostly live off of unofficial server that hire ppl with actual passion on admin positions. Just like legacy. With them shutting down legacy will already make them lose chunk of community as many people refuse to play evrima because of the new mechanics etc (not saying its bad ppl just tend to hate changes). Then bum new dinosaur games comin out and it might do better…

Give it some time and the hype will die down and it usually balances out
