the reason is simple. they want a populated server with as low ping as they can get. so one of the few options there is that fit those parameters is EU4

idk if you kept an eye out for population on servers but all of them have a prime time so to speek when their population are towards max. you just have to be paitient enought and use that in your advantage. you have a starving croc on EU and there are no people online? get a croc on a NA server too and hunt whenever population allows it
