Unfortunately tickets do present problems in of themselves. People don't even read the rules here, they're unlikely to go find where to make a report and actually do it. Tickets also are typically handled by bots which have their own sleu of issues and breakdowns too

It's complicated. Short and simple: Computers are stupid, they can't think on their own, they can't reason.

It largely depends not only on the cheat, but how its exploiting the game itself. A cheat could be just making use of a bug in the game's code, or inserting its own code, or even telling the game that something is normal when it isn't. A bug type cheat might not get recognized at all. A cheat could be identical to a known one the anti-cheat bans, but because its code is different, it doesn't recognize it as cheating.
