For herbis yes, for carnis idk. Patrol zones for herbis spawn their types of food they eat, as a carni i havent ever found anything to eat in a patrol zone yet.

Migration zone is indicated on your scent (hold q) compass by a row of pawprints, as a herbivore you may find other herbivores there and find a ton of your diet food there. These zones is where the food spawns and anywhere else you're unlikely to find anything.
Patrol zone is like a personal migration zone for you and your party (that's what i've been told) which does the same.
I have no idea what patrol zone does for carnivores as i haven't ever found any food in them yet, and migration zone that carnivores see is a zone of one of species they have in their diet that had activity in itself recently, i think its supposed to work like that? Better ask someone who knows more than me though idk, im just starting to play as carnis more.

You could look around sanctuaries, although you'd find carnivores there too that likely will welcome you into their maws. (Migration zone is a fair shot to find your species btw, you could run around and scream and you'd likely find someone. Carnivores included.)

Yes but the point of them existing is fresh spawn to be able to get safe-ish food, encouraging a feature like this for new players and then letting people camp them willy nilly is going to make people who are entirely fresh to the game just outright not play

Depends on how much players know about the game at all. I joined and i had no idea these existed at all, game has no info about how to play it so all i did is run around until i found a plant that i could chew on by accident, had no idea you had scent too. There is a system included against big angry dinos going there and its called bees, they hurt a lot and you wont really "camp" it when you are sizeable enough to actually hunt. And when you aren't big enough for bees to eat, your mass is so low you'll be rekt by these small dinos. Outside of sanctuaries is Outside. Learn to be more aware, what else can I say? Stuff doesnt go out of sanctuaries for a reason
