I can't remember when but for a speculative evo thing I made a human species called the tree howlers, giant 8 foot tall humans which are surprisingly hairy and have proportionetally longer arms. Then we have the plains folk which lived on a new zeeland type continent and everything was relatively small, so they in turn turned relatively small and boom, 2'6" foot humans were created

Evolution is very random. The only thing which really seems to control what traits animals keep is based on the pressures they face. So long as a trait doesn't negatively impact them, they keep it. This is why you have numerous flightless birds, especially on islands. The kakapo or Aldabra rail has no need to fly, they don't have predators.

Rabbits haven't evolved wings, because intermediate wing-paws would be useless on a grassland. Not to say that it isn't impossible, many things can happen under the right conditions. Amphibious fish, carnivorous ungulates and airborne reptiles have evolved at some points in earth's history. And several times, too. A rabbit would have to have a significantly different lifestyle and habitat for it to develop flight.
