Yep, that's your issue.
The 3050ti only has 4gb of Vram, not nearly enough to handle things like Nanite, Virtual Shadowmaps, and load all the textures properly.

UE5 is hungry.

You can amend this somewhat by lowering your 3d resolution or turning on DLSS (but that can make things worse depending on the settings) lowering your shadow and shadow smoothing settings, and reducing view distance.

If all else fails, lower the games resolution.
