It is steam, steam balances out bandwith depending on demand(per region server too iirc), so it is either some issue with steam or steam not giving a lot of bandwith to the isle or something, im not an expert but it steam that handles downloads to clients

I have the same CPU and GPU. Only difference being that I have a lot more RAM, but you don't need much more than 32GB at most for gaming. You'll comfortably run The Isle on max graphics at higher than 100fps.

The client can be modded but the anti cheat is disabled. You can't play servers with anti cheat enabled.
The modding scene is small because you have to learn Unreal Engine and C++ since there is no custom framework to add a simpler language.
It also doesn't help that the game is pretty small in terms of modding so not a lot of people come to work on mods.
