A lot of things. What is an active zone? Do the zones have to be different plant types? Do they have to have a herb in them? Do they actually follow the zone outline on the compass? Do they even need to be on the compass? Is the mz on my compass even count for the Dino im playing? Do the mzs and pzs being bugged and staying in one spot forever mess with prime requirements? Does logging out and in to get your pz to go away bug out prime requirements? Does the pz req even work? How does the server keep track of pz and mz reqs? Does crashing mess with it? Does restarts mess with it? Is the mz on my compass even a real mz? Bug inconsistencies? Online map inconsistencies?

You get the point. HL sanc doesn’t count towards prime unless you go to the southern part of it lol, this could be applied to other zones too
