It is, though.
If you want to make the player focused on sustaining their diet, and you want them to sustain multiple diet bars, then you naturally need to make food more abundant to make up for the reduced amount of food that is available.

If the player can only get a certain diet from a few sources, then to make diets feasible as a mechanic, those sources need to be made more abundant, thereby making food scarcity far less relevant.

Increasing hunger drain or making hunger values less strict doesn't mean that hunger will be more of a focus, it would just mean the player would have more room to fill their diet. Players in the game right now are already focused on mechanics like vomiting or gastroliths to reduce their hunger and minmax their diet. Because food is accessible by necessity of the diets system.

By making food harder without changing diets, you are essentially just letting players skip the gastrolith step.

Even if you changed diets in parallel, without changing the underlying system... again, nothing would really change, the player would still have diets as their priority. The only way to fix that mistaken priority for the player is to reduce the expectations of diets, and place that squarely on the shoulders of food.

I still think they could tweak values or further change the current system to accomplish your goal of making hunger relevant. A massive rework of the entire system just seems rather unnecessary for that goal

If I were to guess, I'd say unofficial servers have customization options that make it hard to pinpoint the source of a problem
