ok ... check out what windows updates you can get or are getting on windows 11 Home 21H2 version?
you could also make a copy of the GamerUserSettings.ini ... then load the game, make changes and then come out or switch out and look at the updated GameUserSettings.ini and compare to your GamerUserSettings.ini backup and see how they differ if at all?
in this folder:> C:\Users\username\AppData\Local\TheIsle\Saved\Config\WindowsClient
settings file :> GameUserSettings.ini
right click on GameUserSettings.ini and click copy and then paste into the same folder so it makes a copy of it
then you can open the current GamerUserSettings.ini and the back up copy and see how they differ after you made changes in the game settings while in the game ... ie. see if when you click apply say to audio or key settings you can check if the game changed anything as far as the graphics settings in the .ini file by comparing it to the backup version you just made

you could edit the GamerUserSettings.ini file and make changes there directly instead of in game if you want to avoid clicking apply and having issue of the frame rate drop

you might also want to check what your windows power settings are currently set at and also the power settings in the nvidia control panel are ... maybe the driver is altering depending on power usage?
