I have had a similar issue before. I solved it by using ASPM policy to performance but its not working for me anymore or i might be doing it wrong.
My laptop has rtl8822be
Im using grub

Last time i used the aspm policy method but im doing something wrong this time. As when i use the pcie_aspm.policy=performance in the grub and update it. It says done but when i reboot my laptop and check the policy status the output is
[default] performance powersave powersupersave(ig)
