To start, you'd probably want to build this base system yourself, and then put it into an archive or some other way of storing it. From there you could provide said archive and make some instructions on how one would install it onto their system, or you could make an ISO with an installer that does that for people
There's a lot of ways that this could be done, depending on how you want to do it and how you want it to be
