I'm new to this, but I know you can install a custom system. I'd like to make it similar to Windows to start with. I need to add a taskbar at the bottom, like in Windows, or do the same at the top, like the Start button, pinned apps, or CPU time. How do I do this?

How you would do this depends on what desktop environment or window manager you're using
Do you have one installed yet?
If you don't have one yet, a good starting place for a Windows like experience would be KDE Plasma or Cinnamon
There are a few others that are similar or can be customized to be similar, and it really comes down to preference. But my recommendation would probably be KDE Plasma if you're not sure
