Can you move your kde config to config.old?

sudo pacman -S xdg-desktop-portal-kde in case it's broken
then check systemctl --user status dbus.service and systemctl status dbus.service to see if they have any errors. Otherwise back up your kde config to a backup and see if it launches, in case it's a bad user config

with the mv command from in the ~/.config folder, it should have your plasma settings.
