Yeah, kernel parameter didn't work more than once iirc
add i915.enable_psr=0 as a kernel param
they are persistent
Yeah but I had tried a newer version (endeavour) and did just that, but it didn't work
So I'm pretty sure, if not guaranteed, to not work anymore

If it's still happening there then you need to find a bug report or make one yourself
For the time being I'll just in case install the 6.6, and hopefully use that latest one apart
