#Non-ascii characters in terminal are appearing as question marks

I am using st. My fonts in fonts.conf seem to be falling back correctly.
This is the monospace block:

        <prefer>
            <family>Noto Sans Mono</family>

                  <family>Sarasa Term J</family>

When I print a list of folder with non-ascii names it appears like this:

it's for my music library, I separate artists into "first letter" folders. And then all non-ascii into a separate folger
