Does anyone have some good steps to follow to get AMD Hardware Encoding working on OBS?

The current GPU inside of the machine is a radeon rx 580, if it doesn't work out. I'll switch to a 4070 and try using nvidia.

I've went through and downloaded everything my brain can see I need to download
