The problem With custom ISOs is that you are 100% dependent on the ISO provider and are sometimes even prohibited from changing settings within the OS yourself. Even worse, there is also the possibility of preinstalled malware like keyloggers or reverse shells for botnets. Distributing modified versions of Windows is illegal and can net some serious jail time. You can decide for yourself if someone is willing to break the law just for people to only get a "clean" version of Windows. But don't complain if your credentials get stolen.
