Acpi error maybe? That happened to me with older versions of ubuntu, till i bios updated my motherboard. Maybe check that? Or it could be a new motherboard with some errors. Could check in bios suspend too
Is the issue windows and linux, and older or later distro?
I think c state means how "alsleep"(or power save stepping) the cpu is. Possibly going into an unsupported state if its windows and linux and i dont know what setting you should use for c. So try diffrent one and see if issue fixes i guess
I dont know if it helps im on an intel system a few generations back, but asrock board. Says i have "deepsleep" disabled in chip settings,
And odd, sounds like somethings off. Just checked theres multiple c state settings in bios. Under "advanced cpu configuration"
for mine its all auto(c7,c6, c3, cpu c state support, c1e)
"C state 10" and "package c state support" are disabled. Idk if that translates to amd but old w10 setup and new-ish endevour setup work fine.

Given its an amd cpu this may not translate well into your problem.
If shutdowns broken too you could disable c states, assuming shutdown is also issue giving, as that implys its trying to "step into states" rather than instant off? Unsure. If shutdown isnt broken its something else probly. I could be wrong about this entirely. Given amd settings vs intel. Im semi guesing about how cstates work based on the discription being so brief in bios. Good luck
