and also my barebones gtk app i'm working on, if i make the background transparent it's not blurred, but certain KDE apps including dolphin and konsole are blurred

there is no "disable kwin" there is just kwin whether you like it or not

In System Settings > Display and Monitor > Compositor, uncheck Compositing: Enable on startup and restart Plasma.
