change --country country-here to what you like
after refreshing
update package db```

when did you last update?
if it's a long time ago then it's likely cause the package versions of your db isnt' in sync with what's in the repo
so udpate your db```

it could still be using the generic driver if you haven't
idk, i just use gnome-control-center for that
but that's only useful if you use gnome
instead install system-config-printer
and also cups-pk-helper
