--boot-directory is where grub loads its drivers and configuration.
As long as it's on the USB drive, the location doesn't matter.

why they wrote this , instead of /mnt

if before they mounted sdX3 to /mnt and created /boot dir on it
This is a wiki, it can be edited by anyone.
It's not /mnt, it's where you want the GRUB config files to be stored, and is usually /boot (or /mnt/boot if you aren't chrooted)
You don't need to include that part unless you want to put the files somewhere else
