Scaling below 100% is an open issue in GNOME/mutter. See https://gitlab.gnome.org/GNOME/mutter/-/issues/1465

Jonas said it was an experiment. You can probably do it if you know the source well.
feature we actually tested e.g. 75% and it "worked".

But there is no implementation of this feature in the GNOME control centre or in dconf, to the best of my knowledge.
