Idk much about ntfs but I assume it's a matter of altering the permissions of the file, that bit address should point you to the file in question

gparted is pretty amazing from my experience
can you not do it with windows built in partition manager?

etch the iso onto bootable media and boot into it, launch the program and resize

Defrag is needed in this case because Windows thinks that the immovable object is at the logical end of the drive.
