Are you using a separate EFI partition for Arch?
is /boot a separate partition on arch for you?
i can't boot arch

Why would they be able to boot arch without a bootloader?
maybe my arch grub didn't install properly?
How about you show us lsblk -f so we can get a better idea of you're partition scheme

Try mounting arch's partition somewhere and then doing this again
you need a mountpoint such as /mnt

That’s a wrapper for the next command you gave, it isn’t installed by most people on arch, I think it comes with Ubuntu?
They were running it from Mint

Your choice, but I would consider simply wiping the boot partition, and then install grub again, reinstall the kernel, and do whatever the equivalent of the same for mint is for mkinitcpio, make sure for both the boot partition is mounted within the chroot.
Then do a grub mkconfig from which ever one you installed grub on
