What's in your /usr/share/xsessions/xfce.desktop
just the normal stuff?

journalctl -b -x -p 3 : see errors since last boot.
4 for warnings too
what if you just run startxfce4 in tty

hmm.. xfce4-screensaver is a package, maybe try installing it ?
it is installed, and has been for a while
aha the problem is with the new xfce_screensaver
try downgrading it if you can or just downgrade it
did not help
I think it's ~/.local/share/xorg

it seems to just randomly decide when to start and when to not
finally a true rng
