I've been looking around at the panel settings I can't seem to figure it out

try disabling the compositor qnd checking if everything runs fine
it should probably be in the "window manager tweaks" settings

so that did work, but now there are black borders around all of my windows

you can always enable the compositor back
if the issue stopped with disabling the compositor, it is maybe a vsync issue
